Sounds extremely dodgy. I really hate companies that try to con you. I get a warped sense of satisfaction when I shred mail like that.

i think i got the same letter in the mail some time ago. asked for 20 to be sent as soon as possible so that the necessary arrangements can be made.

I've 'won' a 7 night, 5 star holiday with CLUB LA COSTA! Unfortunately I didn't win the Caribbean Holiday first prize (shocking) but "all" I have to do to obtain my fabulous prize is attend a two hour meeting next weekend! I'm under no obligation to purchase anything at all!
