Incorrect. As previosuly stated the notice period begins whne the PAC is issued by the donor SP and not when the recipient SP receives it.
As per Ofcom's guide to MNP:

Although an SP should in theory charge for the full 30 days notice if you cancel via a PAC many will only charge for the period up to the disconnection date and any overpayment will be refunded.
I am speaking from personal experience of porting to and from multiple SPs and not simply quoting Ofcom.0 -

Vodafone are a joke! I went into the store with over a month left on my contract and asked if I could cancel my contract as soon as it expires. I was told I had to put it in writing but also told I could go online and do it via e-mail. I tried this and when i tried to submit a cancellation e-mail I was prompted that there was a technical problem with webpage and I should try again at a later date. I tried 3 times and had same response every time. A minute later I wrote an e-mail requesting someone contact me asap regarding me requesting an upgrade and sure enough the e-mail went straight through and was processed!!0

I understand that this is a frustrating situation for you.
You can see all the details you'll need on how to cancel your Vodafone account here.
There is no reason that the email would only go through when you were asking for an upgrade. It maybe that the form was timing out when you were originally sending your message to cancel.
If it is a longer message that you are sending it may help to write it elsewhere and then copy/paste it onto the online form to send to us to avoid this.
