The next door house has been brought and he wants our houses pipes "off his land" as he has put it.

I very much down he is able to insist on this. Check your deeds, it more than likely says that he is not able to remove your pipes without your say so, backed up with some legal jargon...save yourself the effort/cost and do nothing if your deeds support you. Unless you'd rather be attached directly to the mains, which I personally would!

My OH says that your neighbour cannot insist on 'getting your pipes off his land' it was a shared supply when he bought the house. Without actually seeing the property its difficult to say whether it would be a replacement or is a new supply if its replacement piping you dont HAVE to have a water meter fitted. OH says why dont you ask water company to send inspector round to advise.
ask for a customer service inspector (OH old job)!
