Westminster do not contest the vast majority of appeals.
I would suggest that the combined knowledge displayed by BogsDollocks and JustthisGuy should be combined with your letter as there should be very widespread applicability.
A buttoned down appeal on the points could be used by many motorists.0 -

You may want to turn the letter into a bitmap (e.g. a PNG) and then put black bars over personal details. Then upload the edited PNGs to e.g. photobucket.com (can't put that as a link, thanks MSE).0

If you have a scanner it may have come with software that can convert the printed page to machine readable text using Optical Character Recognition.0

I gave my email address in an earlier post. I think the easiest way would be for me to create a pdf and send it to any of you who want it by email.
