Speed is determined by the noise levels on each persons line and what the line is capable of going at whilst maintaining a stable connection. Distance from your exchange is by the distance of the cable not as the crow flies as a cable is rarely run directly from an exchange to a house, more likely is routed round obstacles, overhead and underground and will run into the 1000's of feet.

Download speed using BT's max DSL wether LLU or not is exactly that, download speed, anyone wanting/using time critical applications will probably not want any speed over 2mb as the ping times (latency/lag)can be nearly doubled and certainly increased by a 3rd due to the packet shaping that the max dsl employs.

Also afaik BT will still charge a hefty disconnect/reconnect fee for anyone who opted into any LLU 3rd party company for there broadband/phone, this won't matter for most but could effect anyone in the future in Belfast areas where the new fibre optic is to be installed and who may want to go for 20mb speeds with a lower ping. It also looked like BT will get to keep there fibre optic network for themselves and not be forced to open up there exchanges to other telecoms operators to use it, is still early days yet though on this.
