Any protection with a paypal private sale?

If I buy something from someone abroad using my paypal balance do I have any protection? Not an ebay sale I thought they might send me an invoice through payapal.

You aren't covered if you dispute and the money has been withdrawn. (There's a recent thread where this happened)
You can't do anything if it's SNAD.My TV is broken!

No its not a phone, I have bought from the seller twice before on ebay but they are having probs listing what I want to buy because I believe due to vero restrictions so I thought I could get round it by saying I'd buy off ebay. Its about £50 so will have a think about it.
