    Typically obstructive and as I said, if you fight this, they have to eventually anyway.

    i suppose you could try what they say and see how they play it. personally I'd only send them a copy.

    Got a charge certificate UPDATE
    Hi All

    I dont know how to link this to my previous posts but in a nutshell I received a charge certificate without first getting the original ticket. They advised me to send a letter with the charge certificate( I sent a copy as advised) today I got back a letter telling me they would accept the reduced rate of 60 pounds, within 14 days. I take it from this I dont get the same rights as everyone else, or should I be grateful that they've been lenient.

    Think about it!

    Now why would a Council ask for 60 quid to go away and leave you alone when previously they wanted £180 ???

    Show the letter.

    This is ridiculous. All of the statutory information on how and when to appeal is on the PCN which they have still not sent you. What are you supposed to do? £60 or back to £180 completely unfair. The interim £120 amount is taken away and still no facility to appeal at this stage.

    they confess to probably not sending the PCN yet still don't?

    Should be an easy win IMO.

    Incidentally, even when you get the PCN I can assure you it is legally invalid but it gets a bit technical. I'm fighting one for a good friend right now!

    So, what to do? Err dunno it's bemusing. Let me have a think and I'll get back.

    Just my opinion but I would write back, or e-mail, with this -

    ' i refer to your letter blah blah. whilst you ask me to pay at the discounted amount you have still failed to serve the original PCN. As a result you have obstructed my right to make representations and offered only the option of payment. you offer no details whatsover of my rights of appeal and I remain bemused. Presumably you also infer from this that, should I refuse, the matter will return to Charge Certificate stage and £180 will again be due.

    I suggest you cancel the PCN now and can inform you that I fully intend to pursue the matter through any available avenues.'

    OK two other options.

    Every time I read that letter I am gobsmacked. It makes no sense.

    1/. Phone PATAS and ask if they will accept an appeal direct to them - and send you the forms. Say that you appear to have a Notice of Rejection but have not been offered the chance to appeal to PATAS by Camden.

    OR

    2/. Wait to see what Camden do next. They will then either re-issue the Charge Cert or consider it reinstated and get an Order for Recovery £185.
    At that point you make a Statutory Declaration to Northampton TEC on the grounds no PCN received. This will return it to the start whether Camden like it or not.

    Right, let's decide.

    Start by phoning PATAS to see if they will allow a direct appeal. If they say yes, then go that way. If they say no, send the letter to Camden I suggested in the last post. then wait for their next move.

    All clear?
