Having looked up CGV it does sound like it's a decoder. So if it's all connected up correctly either the box isn't working, or the TV is set to PAL instead of SECAM maybe ? France uses SECAM but I'm not sure if this is for analogue or digital broadcasts.0

Also is there more than one SCART socket, I'm wondering if it's an RGB socket or something. I know what I mean :-)0

Is it a Philips terrestrial digital receiver connected to an internal aerial?
Are you sure there's no model number on it? Underneath, on a label? On the back?0 -

So it's a Philips DTR220? It's a terrestrial digital receiver, not a satellite receiver.
It sounds like you have an internal aerial? I expect the problem is simply you have bad reception and when you walk around the room you are interfering with the signal depending on where you stand.
Do you not have an external TV aerial socket in your house? It would be best to use an outside aerial. If not, try positioning your internal aerial in different places and pointing in different directions and see if you can get a better signal.0
