If he didn't take any pictures there and then, no witness, no police involved, no details exchange, just chuck it in the bin.

Both parties do not have to exchange insurance details unless personal injury is involved.
The police are only concerned if a crime is involved, and are highly unlikely to attend, never mind take evidence.
Although all incidents need reporting to insurance companies even if no claim is being made, it is up to the injured party to decide whether or not to claim via their insurance or direct from the third party.
Here's some good advice:
In the event of an incident, no-one should ever admit liability, whatever the circumstances. Just exchange personal details and report the matter to your insurer.0 -

I caught my front wheel-arch on a lamp post (don't ask!), denting and scraping it (a single panel)
That was £150 cash for repair and respray at a bodyshop.
Only thing I would say is that it may have just looked like a scuff at the time, but with the way modern cars crumple it is incredibly easy to dent or push a panel in slightly, so it is possible it happened. Still, £350 to fix that still seems over the top to me. Does the invoice say what work was done? Is there a breakdown of the total?0
