You need to find the company that represents ICI ,i recently went through the same thing with shares from manwebb( 16 years ago bought as a present from my parents for both me and my bro) and had no certificate as well, however ,after searching i found that the company representing the shares from Manwebb were Equiniti,they had my old address on record and explained what i had to do to claim the funds and shares.It wasnt that painfull and certainly not worth paying the £200 (which was the decision made my my brother!)
I would definitly recommend that you find the company that represents ICI ,try Equiniti , and if they can't help ask if they know anyone esle who can help you.Good luck!

Use Google to identify the Registrars for Akzo &/or IXI. The Registrars are responsible for dishing out any cash due. All this company is doing is getting you to sign an authority to act on your behalf and then going to the Registrars, showing them your signed authority, getting the cash, deducting their cut and passing the rest on.

Unless it's a scam.

Either way, go direct.

Hi I also got the letter this morning, I held 400 shares so at 12.5% plus Vat, it's over £350 for nothing. Rang Prosearch, confirmed could only do it through them or registrars. Really sneaky as tried to imply they were registrars!!! Small print on front of the letter states registrars and Pro search told me full contact details.

Will be sending a recorded del letter on Monday morning to

If certificate is lost, the worse they can do is charge you a small fee for a new one!
