NCP car park Fixed Penalty Notice

Hello!
I received an NCP fixed penalty notice today. There is no mention of any police or council so assume its a private car park (Cox Lane behind Co-Op in Ipswich if anyone knows it)
I had paid for 2hours parking and was 15 minutes late back to car so am not disputing that I didn't then have a valid ticket- I had been given the notice 13 minutes after ticket expired.
BUT the fine they are asking me to pay is £50, if I pay within 14 days, or £100 after that! Is this a reasonable charge - the hourly rate is £1.50 (I paid £3).Would they be able to enforce this amount if they took me to court?
There were plenty of spaces so I wasn't stopping them making any more money (tho I know this is probably irrelevant)
Should I send them a letter and debate that this is a totally unreasonable amount, or should I just ignore it so they don't have my contact details without contacting DVLA?
(I have scrolled thru previous posts but cannot find one the same)
Thanks in advance for any help/advice,
Angie k

If youre sure its not a police or council one, then completely ignore it.
check the name on the notice board in the car park.
Never write to them because then they know they have you hooked.
Have a look at the website called Pepipoo = its rally interesting.
make the most of it, we are only here for the weekend.
and we will never, ever return.

If this is NCP in PPC mode, then you could pretty safely ignore it.

Do not communicate with them in any way - All that will do is confirm your identity in their eyes and they will harass you for longer. Without confirmation, there is next to no chance they will take you to court.

However, if this is NCP in council contract mode, then it is a different situation so maybe you should scan the entire ticket, remove personal/number details so those with more experience can give an opinion.

Your saying there is no reference to the council makes me tend towards the former though.

Think I heard something about NCP recently selling its private parking interests (& name) on to one of its competitors, to concentrate on council contracts instead - This might explain why they seem to behave like two different companies at times? :(

    Hi Angie,

Can you scan in the ticket (both sides) and scrub off any personal information in a Paint package, and then upload to somewhere like Flickr, Photobucket etc.

We need to see the ticket.

I'd be particularly interested in this as I was almost caught in that carpark a while back. Hubby now drops me off behind Woolies and picks me up in your Co-Op car park.

    :)

Although it appears in Ipswich council's parking directory:

    http://www.ipswich.gov.uk/onesuffolk/webforms/carparks/map.asp?no=P12&carpark=Cox%20Lane

Cox Lane is discussed as a private NCP car park in this doc here:

    http://cms.ipswich.gov.uk/council/executive/reports/E-05-66%20Annual%20Review%20of%20Car%20Park%20Charges.doc

So it looks lke you could safely ignore. :)

Nothing more heard to suggest otherwise.

If they were operating on behalf of the council, it would be a Penalty Charge Notice.

This must be a PPC job.

Calling it a Fixed Penalty Notice is well and truly fraudulent.

Ignore it completely (unless anyone else posts differently on here that it's not a private car park). The info so far suggests it is a private car park.

Maybe you or the OP could post a copy of your ticket here - as mentioned in a previous post - just to be sure?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
