Laptop message please help

You should have had either a Vista CD or a recovery CD supplied? According to the manual you can only access the Toshiba diagnostics utility from within Windows. Since you can't get Windows to boot, that's not going to help you much...
Since the laptop is under warranty I think your next call should be Toshiba support, or the retailer you bought it from. Most likely they need to run a repair routine on Vista, or (since you can't even start in Safe Mode) it is possible that you have a hard disk failure.No free lunch, and no free laptop

Thankyou all for your help i have just phoned Toshiba technical helpline the technical team said there maybe something wrong with the hard drive, so its being picked up thursday to be looked at and hopefully repaired if not a new one will be issued.Thankyou again xWon 2010: Butlins 5 day Break and £250, 1 yr Virgin Active membership, Meal for 10 at Best Parties Ever, skyline 2011 dvd.
