    Even though the IMEI number has been tampered with, it doesn't immediately make the seller guilty; he might be a victim of this scam as well. Who says he didn't buy this phone himself from the finder of the phone?

    And idg why he's so ~EVIL~ even if he DID find the phone.

    OP said that she could recognize the phone from the chips or scratches upon close inspection. I notice that she has not mentioned that at all, and surely this would have been the first thing she would have checked.
