Even though the IMEI number has been tampered with, it doesn't immediately make the seller guilty; he might be a victim of this scam as well. Who says he didn't buy this phone himself from the finder of the phone?

OP said that she could recognize the phone from the chips or scratches upon close inspection. I notice that she has not mentioned that at all, and surely this would have been the first thing she would have checked.0
