I would be interested to know the TalkTalk definition of 'partial LLU'?

Partial LLU means your ADSL is provisioned using a company's own equipment situated in the BTw/BTo telephone exchange (rather than the BTw/BTo based products that most ISPs retail) AND the voice service remains on BTw/BTo's network.

This is also sometimes referred to as shared-LLU (Local Loop Unbundling).

There is also full-MPF (Metalic Path Facility), or full-LLU - this is where someone other than BTw takes on both the voice & data side of the line by connecting the "last mile" of the line to their own equipment. This means all your line problems are dealt with by your provider (eg Bulldog use full-MPF), although in relaity Bulldog just sub-contract a lot of the work back to BTw to do, such as engineer visits.
