A polite way is to go downstairs and say "hey guys, mind keeping it down?".

Polish people often don't get the subtle nature of the British (it's not in our nature!) - so if you want them to do something, ask them directly rather than being a rude little madam by banging on the floor.

As for them not being "English" - why would they have to be English in order to speak English?
