Did you use the same email address as you use for PB? Did you lose internet connection halfway through the order or a crashed browser etc... could have blown the referral.
The only thing I can think of that might be possible (maybe unlikely to get a result, but 4000 points is worth chasing), is to contact Dell and see if there is any way they can check their server logs to see whether there was a referral from PB on the exact date/time you say there was.
I would imagine that PB have already chased Dell up about this tho' if you've complained?
