In Cornwall there's a lot of tight and windy country roads signed up at NSL - some parts are OK but a lot of it wouldn't be safe to do more than 30-40mph, especially at night on one you're not familiar with.
So NSL isn't a target, but then you're also taught to make good progress and where you've got a clear straight run of NSL ahead of you, you should be looking to do 55-60mph really, not 30, and I think it's this type of scenario the OP is commenting on.
Annoys me too, particularly when we were in East Anglia last summer, which has a lot of 60mph single carriageways which were moderately busy - with a car full and only a 1.4l I needed a good clear run on opposite side of the road to overtake safely and there wasn't many of them.0 -

Funny, if I ever overtake anyone I often get the flashed lights, shaken head, rude gestures. Its up to everyone to go at the speed they consider safe, but its funny that people who drive ridiculously slowly tend to be so annoyed if anyone feels their speed is too slow for them!0
