As far as I know (two year old experience with Orange PAYG) that on PAYG Orange only allow call divert to voicemail, not to another number.
Anyway, that's what it was two years ago, not sure now.0 -

Billsavings has already said.
"You cant use Call Divert to another phone, mobile or landline, on any PAYG Network ,unless you happen to be a Family Mobile" customer.0
