Problems accessing various websites

I'm having problems getting to various websites, such as youtube, facebook, fleabay, the telegraph, daily mail, hotmail, last fm etc. They all take a long time to load or don't load at all (displaying a page cannot be displayed error).
I've tried them in Firefox to see if it's IE that's causing the problem, but I get the same problems there too.
I've reset the settings in IE, scanned for malware using malwarebytes/spybot and nothing has come up. Also, I've tried to view the pages in safe mode with networking, and they don't work there either.
I've also rebooted the router (connected via ethernet) and tried plugging the wire into a different port, but all to no avail.
Have also done a virus scan but nothing has come up out of the ordianry.
I am running IE7 on Windows XP SP2 with all patches installed.
The only problem that appears to 'cure' this connectivity problem is if I switch on the proxy from my uni in IE. Then, as if by magic, all sites work without a hitch.
On my laptop which runs XP SP2 and IE7/Firefox, everything works without a problem, without the use of a proxy.
It's really starting to annoy me now how nothing is working properly - does anyone have any suggestions as to what the problems could be, and where else I should look?

Can't spot anything fishy here, anything with USR in it is to do with the 56k modem in the PC.
I will try and update the root certificates, but I don't know how that will fix it?Worth a shot though.

Uninstall SYGATE firewall (Mcafee should already have its own firewall ~ your lucky it works at all)
Download HostsXpert
http://majorgeeks.com/Hoster_d4626.html
and then follow the below steps.
* Unzip HostsXpert.zip
* It will create a folder named HostsXpert in whatever folder you extract it to.
* Run HostsXpert.exe by double clicking on it.
* click the Make Writeable? button.
* click Restore Microsoft's Hosts File and then click OK.
* Click the X to exit the program
Run LSPFIX
If it still doesnt work then, FIX these using hijack ~

Use the MCAFEE REMOVAL TOOL

I don't see the point in removing that to be honest, it will probably cause more hassle.
I may try and remove sygate, but will it actually do anything to help? Seeing as this problem seems to exhibit itself during safe mode, when no other software (other than the bare bones) is loaded?0
