uninsured vehicle

Hi all
A neighbour has a habit of buying cars / vans / motorbikes and using them until they breakdown and then just leaves them hanging around for ages taking up valuable parking spaces that are few and far between, this is dont really mind if they are taxed/ insured as i am not the pavement police
However, his latest car (an old jag) has been parked badly out of site from the main road on a side road, running a check on the ask mid site tells me it has no insurance, how can i check if it has valid tax (it will look too obvious if i walk upto it)
If it has no tax how do i go about reporting it. (also how do i report the lack of insurance and who too)
I would turn a blind eye if it was just a short one off for a few days, but this is taking the !!!!

Just because the MID does not have a car listed as not having insurance does not mean it does not. The MID or insurers are often slow to update the database sometimes upto 30days and insurers often forget to update the database. So you cannot rely on this.
The police rely on this database far too much as a lot of innocent motorists get caught out.
Direct.gov will tell you if the vehicle has tax or not.0 -

I would report it to the local Police station and the council. Both have various powers to remove vehicles.
Police may be the best bet I suspect as the vehicle for uninsured vehicles0 -

This is were it gets tricky, i work in insurance but not really with motor. I think, if i vehicle is declared as Sorn and therefore off the road it does not require insurance - because its not being driven therefore it cannot cause harm to anyone or thing. Again check with direct.gov.
If you can prove the vehicle is being driven without insurance this is another matter, as motor insurance is a compulsory insurance (third party only min).
Id report it to your local council, if memory severs me right they can force someone to move a vehicle, providing it has its wheels on - if the wheels are off, its not deemed as a motor vehicle! I know sounds stupid, but i think thats the law.0 -

Driving doesnt come into it, if it is SORN'ed it has to be off the public highway (actually off any public land and has to be stored on private land).

Op has said its on a road and parked which means it needs insurance, if it has not or you think it has not let the Police know.0 -
Reporting an untaxed vehicle (in this case SORN) is better reported direct to the DVLA. You can report it online using this form.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Best bet is to contact local council as they deal with abandoned and untaxed vehicles etc. Local Police are also able to help in cases like this0
