Listen to him
It depends on the circumstances.
If you owe them money then they wont let you leave till you've paid it
If you are in eg: 18 month contract and your on your 14th month, then you still got atleast 3 months before you can give your 30 days notice.
So your stuck in that contract and NOT allowed to leave0 -
I do not owe them money, paid by direct debit every month, but have 5 months of contract left, I am paying way over the odds now, so want to get another phone, and not use this one, thn cancel when the contract finishes.0

You kinda do owe them money, and thats the 5 x £XX for the time remaining on the contract. To get out of the contract you'll have to pay for the months even if you don't use them, and that's regardless of if you want the PAC code or not.
Best bet is to call them and try for a reduction saying you can't afford them, but thats probably as much as you will get, and you may need to agree to another 12 month contract to get that.0 -
