Barclays allowing cash withdrawals with a cancelled card

A colleague had their wallet stolen last week. They cancelled all their cards within an hour. His bank account is with Barclays.
After this, later in the afternoon, the wallet thieves went in to two separate Barclays branches and drew out £940 from each over the counter. :eek:
After a rather heated sounding phone call, Barclays are refunding him the money.
They would have had his debit card (cancelled) and driving license though I find it hard to believe they looked very much like him.
There was me complaining in another thread about HSBC requiring your cheque book to withdraw cash over the counter, but I suppose I'd rather have too much security than too little!

Branches have an ID&V matrix, under which they would have performed this encashment - if the card was cancelled, they would have to be able to pass other requirements, such as either ID or various questions. Obviously, if they had his wallet, this could be fairly easily done.
It also may be coincidence, but £940 is only a shade under £1000, where after this policy ceases to apply - so you may have experienced thieves, too.What would William Shatner do?0 -
Some time ago told Barclays I wouldn't sign my cards but wrote "Signature verification by photo card only" on the back.
Got told by Barclays bank in writing that their cashier security was so good, nobody would get money from my account with just the card and my photocard (Driving Licence)
I pointed out that all the usual data used for security, name, address, birth date and signature were on my licence. The only thing unlikely to tally being my photograph!
Were they interested? NO. Because the cashier security questions were so secure. Just as your colleague found out!0 -
In my opinion, card was not properly cancelled. Cos if it was, any attempt to use it would have been flagged off.
It seems likely the thieves withdrew the cash without the card over the counter. perhaps using just the DL and providing the account details0 -

A canceled card will flag up, but it will flag up as lost or stolen. If the person is then able to authenticate themselves otherwise, the withdrawal can be made using sort code and account number. Again, this wouldn't be hard to do if the person was in possession of a full wallet.What would William Shatner do?0 -

Barclays aside, the Visa rules say that you cannot make presenting ID a condition of accepting one of their cards.What would William Shatner do?0 -

Do you not have something like our system, where we can pull up an image of a customer's signature on screen and compare it to what was signed in front of us?0 -

With all due respect ShelfStacker whos to say someone hasn't been rooting through the account holders in question bin bags and stolen the cheque book/paying in book. Again it doesn't solve the problem..
However saying that bank stationery can be used with the aforementioned ID & V Matrix, it just requires extra checks aswell.
And yes we do have a system whereby we can view customers signatures it is called 'Signature Rules System', however on older accounts signatures seem to be non existent, so again this rules out this option...Personal Banker at Barclays0 -

It's a good idea in theory, but a signature is a little easier to capture than a decent quality photo, and is less likely to change (although you do get people who go on about how "it changes all the time"... what exactly is the point of having it then?)0
