The Dunfermline ISAs only allow you to top up while the product is open. So if it's withdrawn before the 6th April you won't be able to add next years allowance.
They've also got a 2 year fixed ISA paying 3.00%

I'm in the exact position as reliable65 and intend to sort this out this week for my 2008-2009 ISA for my wife and myself and then add more in the middle of April for the 2009-2010 tax year. My issue is - say I want to withdraw this money in 5 years and spend it, is it as simple as closing the ISA and cashing it in?0

Yep! Its just like any normal savings account in that respect.0
