Maybe he/she is of polish origin and Natwest have sent him/her on a 'speak better english' course so as to improve the processing of ISA tranfer applications.0

Transfers do not affect your annual Cash ISA allowance. The full balance of the old account can be transferred and up to £3,600 can be added (or paid into a different Cash ISA) in each tax year.
Does that mean I can open an ISA with £3600, then open another one and transfer the first, thus having £7200 in it in the same year?0 -

No, because the first one wouldn't be an 'old account', it would have subscriptions in it for this tax year, so you'd be opening two accounts with new money, which is against the rules.Hurrah, now I have more thankings than postings, cheers everyone!0
