In some ways though I tend to agree with you . Paypal and ebay have always advertised on the fact that anyone can use them, we've all seen the happy little adverts. In reality not everyone should use them, some things are obviously unsuitable and some people are also unsuitable for online selling and I think the ability to sign up and use both ebay and paypal without being forced to read even the most basic of security FAQs should be stopped.
I can only liken it to the matched betting threads, reading those one could get the impression that anyone can make a real living doing it. Then why does ebay prevent people from asking for cash on collection?

You are allowed to add cash on collection for items along side the other payment methods, you just can't refuse paypal if offered.
Two different rules and not mutually exclusive. You are allowed to add cash on collection for items along side the other payment methods, you just can't refuse paypal if offered.
Two different rules and not mutually exclusive. Exactly the same as offering cheques and postal orders but again you can't then refuse to take paypal if offered.
Trouble is the scammers know that you can't (I do though) turn away paypal for collection items...
And the final value fees they are missing out on must be far more than any paypal fees they are now getting?"Love you Dave Brooker! x"

Up until recently I would have thought the same, but there are actually more listings now than ever that offer local collection. I thought it would have been a dying sector, but it's actually growing.
Throughout most of last year, at any given time there were around 40-45,000 listings with collection only, at the moment is just over 51,000.
However - it seems many people are agreeing to do mutual withdrawals a few days after the sale, so either there is a LOT of shilling going on, or buyers and sellers are making this deal when they collect the goods in order to reduce the fees due.
(I have access to some eBay API data on this)
