Is it legal for Lloyds to offer the fixed rate Isa to selected existing customers ?

i was ofered the deal, and i didnt have 20k of savings there. I sent the leaflet back late too and they still accepted it. What really annoyed me was the fact that the 6.5% rate was fixed and after my inital transfere from Natwest i was told no more ISA's could be transfered in, however at the end of feb they managed to transfere a barclays ISA in to my Lloyds account.... strange0
