It might be of interest, though not much immediate use, to know that the upcoming Windows 7 has an exceptionally good computability feature. Review here.The Compatibility Mode promises full backward compatibility all the way to Windows 3.11. On paper, you should be able to run any legacy application, without resorting to registry or DLL hacks. The question is, does it work in practice?
