Regards to access, you have no legal oblogation to allow him access - if he is upsetting her routine by flash visits etc then access can be revoked - by you, whenever you want. My eldest is a step (never use that term though, i'm her old man) has never seen her 'sperm donor' since he walked out many years ago - his loss is what I say. He was hit by the csa and we returned all payments as no money meant no legal access, i.e. we didn't feel guilty telling him to beggar off.
He has no part in my kids lives and I am glad!

They said I have run my account well / No going over my overdraft / No returned Direct debit / No multipal withdraws so they said my behaviour score will be quite good. yea best way to be. At the end of the day its you who makes your daughter herself, not the absent parent. The absent parent is generally a hindrance (in my opinion only).... if he messes with her routine then next time he rings you say NO! If he gets funny then record the call and tell him you'll hear from your solicitor in due course and remind him the courts will not award custody to an absent parent who does not pay towards their upkeep.....
