Here are some places with chavvy areas that I have been to:

Tenerife
Sharm-el-Sheikh
Phuket
Bali
Zakynthos

Of course you can avoid chavs in these places too. I think Phuket is the worst of these I listed, not so much the most chavs, but the most overdeveloped package destination.
