Parking permit fallen off windscreen

Hi,
I live in London and in a parking permit zone. I have a parking permit but it fell off the windscreen and onto the floor and got a ticket for it. Not a problem I thought, just send a copy of my permit with a letter asking why I received the pcn (I didn't state the permit had fallen off the windscreen) and all will be fine. Far from it, they sent back photo’s of the car displaying no permit (although I could argue it’s behind the yellow pcn pictured as there’s no pic of the windscreen without the pcn, maybe clutching at straws though).
I’m fuming, firstly pay annually for a permit and then this. If the police can have a central db with car details why can’t the council have one for permits?
Where do I stand on appealing? The fine is £50 to go up to £100 and I can only appeal again after it has gone up to £100. I really feel like I am being bullied into paying. There’s no justice and common sense just doesn’t prevail anymore.
Thanks

What do the parking rules say? That the parking permit must be displayed? It wasn't, so you probably have to pay the fine."Now to trolling as a concept. .... Personally, I've always found it a little sad that people choose to spend such a large proportion of their lives in this way but they do, and we have to deal with it." - MSE Forum Manager 6th July 20100

I can never understand how a parking permit/ticket falls on the floor.
i always stick tickets/permits to the windscreen right at the bottom just above the dash and then if they fall off (nevr had one that has) they hopefully would land face side up on the dash.0 -
I guess we are all lucky that it was only a permit that fell off your car.
Could've been a wheel!!
We all have to take some responsibility for our actions (or negligence).
Just check things from time to time.0 -
How about something like a tax disc holder for your parking permit? You have to make sure your tax disc is there too.0

Blu Tac holds almost anything in situ..0

It was one of those magnetic tax disc holders, the back had fallen off. The parking permit was half way up the screen above my tax disc, work car park permit and wifes car park permit.
Thanks, I may try writing to my mp.0 -

What's wrong with putting everything at the bottom of the windscreen where it meets the dash.0 -
I wouldnt risk just putting a ticket on the dash without sticking it. Hubby laid his on the dash - and it curled in the heat (very very hot summer few years back ) and he got done because the ticket wasnt displayed correctly - ie the warden couldnt read the times0
