Under the SI system 1024 bytes is defined as a KiB (kibibyte) and 1000 bytes as a KB (kilobyte), this is to remove ambiguity as to whether 1KB is 1000 bytes or 1024 bytes. That's why dvds which are 4.7GB are reported as 4.4GB by windows, it's actually 4.4GiB under the new system.
