Why can't you transfer (port) existing number with existing network?

Vodafone transfer from PAYG to contract. I think so do Orange.0

When you transfer your number to a PAYG SIM, can this be with the same network you wish to go back to on a new PAYM contract or should it be a different provider?
So, would the following work?
Old T-Mobile Contract --> T-Mobile PAYG --> New T-Mobile Contract
Or does it have to be...
Old T-Mobile Contract --> Non-T-Mobile PAYG --> New T-Mobile Contract

It depends if you are trying to circumvent a price benefit or not. If there is a promotion that is only available to new customers, a same network number migration will be blocked, whereas a ported number from a different network will not.
It is anyone's guess whether EE have linked T-Mobile and Orange numbers. The only way to find out is to ask to migrate the number and see if they will oblige.0 -

O2 can transfer directly from an old contract to a new one.
Some networks transfer from old PAYG to a new contract. Orange and Voda used to do this, but this may have changed at Orange after this EE malarkey.
Porting in two steps via another network PAYG sim always works.0 -
