    hi

I think tomorrow is the end of the 28 days so I can submit it to them over the internet at Westminster's parking fine's appeal website.

or do I wait for the Notice To Owner, blimey it's confusing!

    Thanks!

    Emma Jane

To be honest I don't think you have a strong case unless you discover a missing CPZ entry sign when you get a chance to check. That said, having lost the option to pay at discounted rate thee is not much harm in proceeding.
If 28 days is tomorrow then NtO will be soon and you may as well wait cos it may be flawed (I think there are some glitches actually). Then you have 28 days to submit formal reps which gives you plenty of time to research.

There is another possibility, peculiar to Westminster at the moment. I can't really say in public but will when you need it. That is, they may well trip over themselves in the rush to get ya dosh! (I'll explain later).

right, i see, goodness, i had no idea about these zones and the size of them. looks like waterloo bridge is the entry point i would have come in at. i will have a look on the bridge for the signs. and anywhere else on the way into the zone where they may be missing.

i take it the Notice to Owner request will be for the same amount of money as the PCN.

    wow you know a lot!
    thanks for your help.

  • Hi, does anyone know what the rules are on how clear the entry signs to CPZs have to be.
I went up to Waterloo Bridge on the weekend to check and I had to drive over a few times before I found the sign, which is pretty small.

waterloo Bridge separates into three lanes, a bus lane, a lane heading for Aldwych and a lane that is separated by a concrete pavement that heads off to the underpass that goes under the Strand.

The sign for the CPZ is high up on the right hand side of the underpass lane. So it actually looks like the sign is relevant to drivers heading into the underpass.

There is no sign on the left hand side of the road. Couldn't find any other signs on the bridge.

Small? Sorry i forgot to give you this

663 at the bottom. They are quite big.

Missing, facing the wrong way, obscured by branches, etc can be fairly common.

Answer to previous question - yes NtO will be for same amount. Scan it when received - may be a couple of flaws.

right, so it's ok for them to only have one of these signs in an odd place?

just from memory Gwyn so beware.

i believe one required each side of the street if it is more than 5m wide - and I presume, but not sure, that means the carriageway not the whole caboodle.

Many one-way streets will only require one.

  • had a crazy busy couple of weeks. by the time i got back to photograph the signs they'd been changed and there are now two much larger signs on the entry to the zone.

i now have the notice to owner and they want £120, going up to £180 at the 28 day point. which is pretty soon now.

Neil B - would love to hear more about your ealier comment if you can help.

    thanks

Which comment do you need clarified?

It would be a good idea to show the NtO.

Be careful of the deadline - don't time yourself out.

Changing the signs seems indicative that there was indeed something wrong. i would investigate that and see if you can establish when the works took place. that would be just a common sense information chase probably through Highways Dept.
Don't let it delay your appeal though. If they reject again then you can always FOI it in time for a PATAS appeal later.

    Hi Neil, quote as above.
I'll have a bash at talking to Highways Dept tomorrow. I'm out and about right now but I'll get on and publish a pic of the NTO tomorrow aso.

    cheers
