True, but he can negotiate a second car discount. Depending on company this can be substantial.

That's true, but finding an Insurer that's happy to negotiate a second car discount with a young driver and the father having his own car is as rare as rocking horse $&£@
Direct Line will at some point request no claims bonus from the OP's father. When correct no claims bonus is not produced they'll either increase the premium or cancel the policy. If they cancel the policy they often base the charge for time on risk (cancellation charge) on the gross premium without no claims bonus which is expensive0 -

Diamond quoted £700 for my wife with daughter as a named driver but £500 for my daughter with wife as a named driver.
I don't know whether they call that a second car discount or a duplicate NCD or an introductory bonus or just a plain mistake. The fact is the premium is £200 less and they have confirmed it by phone and in writing.

I assume your daughter does not own another car and have no claims bonus. If this is the case then as your wife's premium is more than in your daugher's name then your example does not prove it.0
