    There might be a brief short-term good deal window around end February/March to catch those tardy people who've left setting up their ISA's for this tax year until the last minute, or perhaps a short-term good deal to catch the early birds who want to set up the new tax year's ISA, but I reckon if there are any bonuses to be had, they won't last long.

    I don't think it's worth waiting for better rates in March/April, given that rates are falling all the time. If you are at all interested in fixing, I would fix now. If you are happy to be variable, then there's probably less rush.
