seemingly same tescos come out unlocked, some locked.
At this stage either the o2 sim is damaged (very unlikely), or the phone is locked.
You could get a pac from o2 and transfer your number to the tesco sim, which is a fairly painless (and free) process.

I got it sorted out today, it was a bit uphill, but eventually I decided to keep the Tesco Sim Card in the Tesco provided phone and get my old number transferred to the Tesco phone/sim card.
