Why? The state pension is taxable, whereas the 60 quid is tax free.

I know that, but if the rise had been brought forward, one would still have 80% of it.

If you're no longer a taxpayer you may find that it's pretty pointless having a cash ISA. You may be better served by having a look around for another savings account which pays better interest. I've recently done so. With age-related personal tax allowance I'm no longer paying any tax so I transferred the funds in my cash ISA into an internet saver account which is paying better interest than the cash ISA.

    I am a tax-payer.

    That's not what I said!

True. Those weren't your words .What you said was

"that we don't get the rise brought forward 3 months as implied in Darling's less-than-specific speech in The Commons."

You are getting £60 paid instead of the rise being paid week by week from Jan to April and after that the rise will be paid as part of your State Pension . Do you mean you thought the rise would be paid from Jan and the £60 paid on top? If so then I can understand that as that was my initial thought but I soon realised the true situation .

So what is 80% of the rise times the number of weeks from Jan to April compared to £60?
