I still have not heard from the seller, I have sent emails offering to pay fees or the difference from a second chance bid.
But the seller has now re-listed the item, but it does not show as re-listed in my watch list, it is listed under a different number, is this correct?

Yes.
It sounds like they've relisted and are ignoring you. Can't say I blame them! Just leave it and don't send any more emails unless they contact you. Don't be surprised if they open a NPB against you.:j30/7/10:j
