Yes you can get static ip address from other companies.
Show me a company that does

unlimited usage
and is not more than what i pay on BT Business
please take into consideration that i have limited people that offer the service, so alot of the mainstream is out.

where in your OP did you mention unlimited usage?

100GB+ daytime usage, if BTB are happy enough with that (daytime) then I'm not sure you're going to find anyone else (BT home sulked at me for similar usage)
Sky have a reputation for high allowances, but again no fixed IP, and business use is against their t+cs.
the entanet resellers have large (300gb+) allowances, as shown by adsl24 with fixed IP, but if you can't schedule...Utinam logica falsa tuam philosophiam totam suffodiant.0
