Thanks for all of the above. The fish is sometimes frozen, sometimes fresh. I think that maybe I slightly undercooked it before and it did steam from the inside.
Today it was better. The batter stayed crispy for longer, but still went a bit soft. My fussy DD1 said it was a bit soft but very nice. So that's a big improvement. I dried it very well before putting in the batter, and had the oil much hotter than normal, and cooked it for a bit longer too.
There were some crispy bits left by the time they were finishing the fish.
I had to put it in the oven for a bit, as my dh went to the bathroom, and ended up having a bath, when he knew the food was ready to go out, but that's men for you!!!!

I think cheap fizzy water can be good in batter too - makes it lighter? Or Beer of course. MMMMMM beeeer
