i dont think there is anything rally sinister going on here, at first i thought the worst that the garage were trying to force you into them repairing it,but they have probably thought since they have done the recovering and diagnosing that maybe they would be also fixing?...work permit granted!0

But Goldspanners, they did jump the gun as I'm sure you will disagree.
As a mechanic you will know that a snifter test and a compression test, both of which would be easily covered in one hours diagnosis, and with NO stripping of the engine, are all that needed to be done to get a 95% certain answer?
I think the actual recovery and 1hrs diagnostic time was all that the op should need to pay. Of course we don't know the exact "conversation" that went on between the 2 partiesI like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)

you are right,if the op told them just to diagnose and not to repair then they have jumped the gun a bit.

The OP asked for a quote though, not just a diagnosis.
To quote they would need to know the extent and cause of the damage and thus why it needed dismantled0 -

not really on a HG failure
you can quote for the full HG,skim,head bolts etc plus new cambelt and if advised waterpump etc
same as any car job you can advise on possible other parts that maybe required depending on what they find0 -
Sorry I didn’t get back sooner, but been a hectic weekend. Towed my car to another garage, (only 5 miles thank goodness). They have quoted £300 for the same job and I've been happy with work they’ve done before.
When i got to the garage to pick up my car they reduced it to 1 hour and the recovery, my engine was in 2 halves though which should save the new garage a bit of labour time.There is nothing either good or bad but thinking makes it so.0 -

i wouldnt count on it. its easier to build something back up if you stripped it,not always so easy when someone else stripped it and then you need to build it. especially not a different garage....work permit granted!0 -
Would have been fair to ask the garage it was at if they would match the price of the other garage plus towing cost.0
