You can do whatever you want. I have a 99.98%, 980 positives, 2 negs in 3 years (from idiots) and don't tend to indulge in artificial postage fees like this.
However, I think that this seller can do what he wants and there's no need to "report" it to Ebay.Happy chappy0 -
