    Best of luck to the seller. Ebay doesn't have any rules about maximum postage costs, yet.

    You can do whatever you want. I have a 99.98%, 980 positives, 2 negs in 3 years (from idiots) and don't tend to indulge in artificial postage fees like this.

    However, I think that this seller can do what he wants and there's no need to "report" it to Ebay.

    Anyway, I've been bothered to read the Ebay help and they agree with you:

    Limits on account privileges
    Loss of PowerSeller status
    Account suspension

    Spend a few minutes taking eBay's tutorial on Fee Circumvention.
    Some Examples Hide

    Offers to transact outside eBay - Offering the opportunity to purchase the item or other merchandise outside the eBay online marketplace.

    Unreasonable postage or packing costs - Listings with low prices but unreasonably high postage or packing costs.

    Isnt this a money saving site, the lads saving money leave him alone ! its not against ebays rules , honestly i never seen so many moaning farts in all my life, some of you really need to get out more,or spent a couple of years in the miletry to see what you should really moan about , how petty .......
    If it doesn't fit, force it; if it breaks, it needed replacement anyway

    I was joking. Losing money is one thing that Ebay is very bad at. LOL.

    See my previous post, their rules do say that "unreasonable postage fees" are wrong.
