They should'nt overheat, if they are working fine.
My old laptop was a Northwood 3.06Ghz HT 800Mhz 512KB, and believe me it is one of the hottest CPU's you can put into a laptop.
Mine never overheated once, and I used it on the bed constantly sometimes, it was always getting clogged with dust, I had to clean the fans out ever few months and I would take a "carpet" of dust off it (as my business is online, I spend maybe 16 hours a day on the laptop a lot of the time). Yet as hot as it got, it never overheated. The fan was a touch noisy, but that comes with territory of a Pentium 4 (non-mobile) being lumped inside a tiny laptop case. It had to have an intake on the top of the chassis, and extractors on the side and the back to keep it cool.
My new one is a Core2Duo, and although most the of time I run it at 6x multiplier (1Ghz) because it has a fan button on it, which clocks down to EIST to keep the fan silent and save power, even at the full speed of 1.83Ghz, on a bed, it has never overheated, and the intake is underneath, with the extractor on the side, both of which are often covered on the bed.
So in general, a laptop should never overheat, so long as it is working correctly (this means everything including the CPU, power circutry, motherboard, cooling equipment etc). I did have a 3xfan USB cooling mat that I bought off eBay, back in 2004, for my Pentium 4 laptop, and it didnt actually make that much difference, although it would sometimes keep it quieter than it would be without it.0 -
If u r using it plugged in then remove the battery.
This can be unwise because some computers are designed to use the battery partially as a heatsink.
Moreover, it leaves live terminals exposed in the battery bay and in some cases dust and small objects, including insects, can get into the computer through holes in it.

It's better, with a fixed set-up, to leave the battery installed and unplug its charger from time to time to make the battery do some work. (I do this overnight.)
BTW. Upon the subject of heat, a MacBook Pro is usually found to run hotter when running Windows Vista (even natively) than it does when running Mac OS X.

You'll reduce the lifespan of your battery by constantly keep it trickle charging, that's why it's advisable not to maintain them at a high charge, which obviously keeping it connected to the mains would do. Lithium Ion battery's lifespans are also affected by temperature. Since they're quite expensive, I'd remove them when they're not being used.0

"...constantly sometimes.." ? But I think I understand what you are trying to say.
Unless one's lap is actually being rendered uncomfortable - which is a different issue to whether the laptop itself is comfortable - I suppose how one defines "overheating" depends on the tolerances of the actual components within the computer.
What I've found with the one on which I'm writing this is that if heat builds up too far in it the Bluetooth starts to get flakey well before danger levels are reached by the CPU and GPU.
And editing video on a laptop attached to a 30" monitor (which gives it over 4 million pixels to address plus its own display) makes greatly more demands - and generates greatly more heat than checking email or posting to MSE.
It's wrong to generalise; everyone's laptops and the use to which they put them is different. It's just important to be aware of the dangers and wise to monitor the temperatures.
Whether or not one's laptop is supplied free or has to be purchased with one's own money is also a factor in one's general attitude towards them. If your employer provides you with a laptop and replaces it every couple of years (or when they fail) you are likely to be a great deal less concerned about damaged caused to it by heat than if you paid £1,800 of your own money for a laptop and want to use it without problems for five years.
