I had this 'can't supply broadband issue' with BT a while back when they said that I was on the fringes of the reach from the local server. At first they wouldn't come out to check the connection speed from my house. Eventually, I managed to talk them into coming out to check.

At first, when they checked the speed through my phone socket it wouldn't quite reach their authoised lower limit to allow broadband. But the engineer decided to take the front off of the phone socket and tap straight onto the main wires coming into the property. Result - managed to get the required speed and hence, authorised the broadband connection.

I've never really noticed any problems with speed.

I would dearly like to save money by changing from dial up to broadband – even signed up with a provider who advised me that I could get it. Guess what, BT cannot deliver – the exchange is digital, BT measured my line it is within the 6K’s spec. but still unable to get broadband. Would appreciate any suggestions on what avenue I could pursue, I have been trying for the 18mths, hit a brick all the time. I can only use BT; I have no other provider locally, like NTL.

When they said they couldn't deliver, what exactly did they say? did they perhaps say you have:

    an incompatible product,
    TPON line
    Attenutation too high
    Exchange capacity issues?

If you can say the reason for the refusal then maybe, just maybe we can do something about it....
