Challis Water Controls are offering a free "Water Widget" which they say helps save water (and heating it) in the shower. Read the About Page at the waterwidget .co .uk site. (Unfortunately I can't post a link).
It works by injecting air into the shower water and makes the water stream feel full while saving hot water. Challis make a variety of water saving domestic equipment.
As it's free, I'm giving it a go. I have no connection with the company.
