Without seeing your detailed bill I can't say for certain if this is the reason but it is very very likely.
The BlackBerry tariff you have is designed for people wanting to use their BlackBerry outside of the UK and i'm pretty sure at the point of sale they won't have even mentioned this tariff to you because it is so not relevant to your needs.
My guess is that they have seen Blackberry, seen 8.51 and thought thats the bill code you should be on.
If you don't get satisfaction from the advocate ask to speak to a manager.
So do i just phone the customer service # thats on the back of my bill then?0 -

Phoned them up, and been told that the £10 a month covers emails only, not internet! So the £8.51 i am paying a month i for the internet on my phone.
Told the man i spoke to that i was told that the £10 covers internet and emails! He told me to go back to the shop i got it from and to take it up with them!
Also canceled my 50 text bolt on - saves me £2.55 a month!0 -
It actually covers any data downloaded through the BlackBerry access point (www.blackberry.net) so when you surf on the internet it downloads the data through this method meaning your surfing IS included with the £10 p/m.
Did you or they mention anything about the high useage charges you are racking up?0 -

Went into the Carphone Warehouse today, the man i spoke to phoned and looked at my bills the £8.51 IS my £10 a month a pay for email an internet just minus VAT!
So i'm not paying any extra like you thought.
He did have a look at my bills an stuff though, i'm going way over my text limit (500) every month, an after i use my 500 texts it costs me 12p a text, thats why my bills are so high!
So i got a text bolt on for unlimited texts for £7.50 a month - which starts on the 19th! - So will be saving about £30-£40 a month because of this!
If i increased my tariff to £35 (usually £30) a month + £10 internet i would still only be getting 500 texts!
I am also trying to figure out how to stop my emails being sent to my phone and i will cancel the internet on my phone - saving another £10 a month!
Also was told today that i get charged £3.50 a month for NOT having a direct debit set up - can they do this, legally?0
