Stubborn mum won't make a will !

Just a thought - and I may be wrong so I'm open to correction . . .
I was under the impression that if one partner dies without a will in place then all the assets in that person's name AND in joint names gets frozen and it can sometimes take months (or even years if someone contests it) for the remaining partner to sort out the finances.
My father was also reluctant to make a will and we nagged him for many years to sort it out. He took his redundancy/early retirement at 60 with a very good payoff and pension and as he's disabled he claimed DLA, Mobility Allowance and Attendance Allowance so he never touched his "nest egg" but rather invested well and now has a tidy amount to "leave to his family" (his words not mine).
The thought that even mum wouldn't be able to get his money was the reason he finally gave in and made a will 16 years later.0
