Do you have a poundland near you?
They have packets of seeds £1 for a mix of beetroot, carrots, cabbage, purple sprouting broccoli, onions and cauliflower. Not a bad number of seeds in each small foil packet, and dated 2011 on mine.
They did have others which had squashes and peppers and I think tomatoes and some other things, but I didn't buy these.

Try freecycle - people often don't want or need all the seeds they buy. I've just got shot of about 60 seedlings via my local one.

If you have a Netto nearby they were 19p a packet in there the other week.
