To be fair to the OP, she WAS calling the Police, but the normal station number had her on hold.
She wasn't asking whether she should be phoning the Police or not, she just wanted to know if this situation warrented a 999 call as she perhaps felt this wasn't exactly the type of emergency that 999 was for. Perhaps she was thinking the 999 number was for other (more?) serious situations like a car accident etc.
She was obviously worried whilst she was on hold to the Police Station at the time and needed someone else's input.
Sorry to OP if I am putting words into your mouth, this was just my take on your post.
Anyway, the situation has been resolved now, so there's not much point in raking over old coals?Herman - MP for all!

i would've personally called 999 straight away. the problem could have easily escaladed. if he had got in or broken a window and then gained entry, there were kids in the house, and for the safety of you and your kids, it would have been worth it.
could have been armed, if not with something, with his fists and rage!
