Sorry to hear this Queen. I think like others that CCCS seem to be changing tactics on recommending BR. I would seek other advise.
I would also like to say one thing, a house is bricks and mortar, and very stressful if you are struggling. Your OH is ill, would it not be better to let the house go, rent and have him get better without this stress going on.
If your sister in law does not have the money she simply does not have it.
The bottom line for me and many others here is a HOUSE is never worth the pain, heartache, stress and illness, a home is what you make it, no matter where it is, it is the people inside not the bricks holding it up.

A house is just bricks and mortar, and the health of you and your OH is much much more important. I can imagine how difficult it is to let it go - both H and I went bankrupt and are going down vol repo. It was difficult - with four kids under the age of 14, the guilt I took on my shoulders of taking away their home was immense - but it was most definitely for the best.
Get some extra advice - a second opinion is never wasted. Thanks for all you kind comments I will try and get an appt with CAB but don't hold out much hope, they have a waiting list for months down the line0
